The beginning of each year is traditionally a time of change…and hope for those entering the job market to improve their situation. 1st Quarter is historically when retirements, terminations and resignations occur. At year-end, people become vested or entitled to bonuses, pension credit, etc. It is also when fresh budget monies are approved. And, manpower plans reviewed. 1st Quarter 2004 has proven thus far to follow the above referenced tradition, however at a much slower pace.
